How do I slow down the speed on troybuilt riding lawnmower model 138777byo66?

Is the Mower its self going too fast (ground speed) or is the Engine revving high?

The mower is running too fast to get good cut on grass, throttle as low as it will go.

Put the "gear selector" on a lower setting.
Put up the model number off of the tag under/behind the seat.
