Troybilt tb230 high idle

Hello-I have a tb230 front self propelled mower. I was mowing around a rose bush and a limb slid under the top cover, my fixed idle then jumped extremely high.
I pulled top cover and inspected but everything looked fine but mower will not idle down now-in fact it seems to go up and down. There is a spring that attaches to a bracket and then to carb linkage
it seems to be fluctuating back and forth changing idle to low then high. My mower ran like a top before this happened anybody have why or what may be causing this issue?
Any info would be appreciated-btw its running the briggs and stratton motor not the honda.

I am going to say you bent the rod that the spring is on.

yeah thought about that but as I stated it is strange how rpm are up and down-I can actually see spring and linkage going in and out.

I would bet that the tab that connects to the governor spring got bent. If it is the one with the two spring governor system, if the springs get out of sync, it will cause surging.
