Troy built mower won't move

I rolled my Troy built mower out of the shed and put a new battery in but it won't turn over it ask like it wants to start but it won't so I went to push it back in the shed and it won't move
 
Parking brake on the side of the transmission is stuck in the on position. Located on the right side just in front of the axle. It is a small disc brake. move the lever either forward or backwards to release. May have to lube it with something to prevent further sticking.
 
Bronco Troy built 42inch won't move

My bronco Troy built 42inch won't move I rolled it out of the shed but now I can't move it back in
