Troy Bilt Wont start

Hello all I have a troy bilt J-689 comes with Briggs and Strat.
Last season I had it running awesome till one of the belts broke and then I replaced them and it was a pretty easy fix.
Now this season (after a long winter) I am trying to get it to start and it wont even make a clicking sound.
I ran a volt meter to battery and got 3.83 volts.... So I thought it was the vbattery, but when I jump it with my car I get the same result.
Hopefully someone can point me in the right direction.

Hook the jumper leads + too the hot wire on top of the starter solenoid and the - wire to a good earth like the oil drain bolt.
Try this after you check the fuse.
If the battery has gone short or open circuit jumping directly onto the battery will often not work as the dud battery works as a big load or a short circuit.

If that does not work, try to jump the starter motor by hooking the + lead directly to the + on the starter motor or the switched side of the starter solenoid.

Let us know what happens as that will determine when e go from there.

Turns out battery had a dead cell. Got it replaced and it still wouldnt start.
With my voltmeter I checked on the power going out whenI turned the key and got 12 volts.
When I went to check the power going to the solenoid and turn the key it started .... O.O
O well if it works it works . Not complaining. Thanks for your help

And in case anyone else has this issue.
The starter was not even making a clicking noise.
Not even jumping it with a car worked.
If you have same issues you should get your battery checked.

OK so now you have a good battery but still no cranking.
If so run through the same test as I asked you to do before.
Let us know how it goes.
If the starter cranks when directy powered the next test is to run a light jumper to the small + terminal on the solenoid
If it cranks then you have a dud switch some where.
Next step is to check the ifgnition switch by making a jumper to go to the same terminal that the fused wire goes to ( should be marked B )
then make another to go from the S terminal ( Start ) to the small terminal on the starter solenoid.
Engine cranks = ignition switch OK

rom there on in it is a matter of isolating every switch that is connected to that S wire from the ignition switch to the solenoid .
Should be 3 or 4 of them.
