I have a Troy-Bilt TB230 21" Self Propelled mower that is having some problems. It sat for 2 years and its now time to get it going again. Before sitting, it never had any problems. I changed the oil, cleaned the carb, changed spark plug(original spark plug was COMPLETELY fouled), changed the air filter & basically everything I could think of. It will start with no problems but after it starts, it sputters and doesn't seem to have any real power. The weird thing is if I push down on the handle(while it's running) to raise the deck, it runs like its supposed to, but as soon as i lay it back down it goes to sputtering and shaking. I am completely perplexed here and am hoping that you guys can help!

Tipping the mower changes the fuel level in the carb,
So you have a float level problem
or
water in the float bowl
