Troy Bilt ltx 1842 PTO does not engage

The deck belt broke last September. I replaced both the deck and the drive belts this week (March 2020). The mower starts up just fine, but the PTO does not engage. The pulley from the engine is not turning to drive the belt. Any ideas? Thanks!

The belt breaking didn't damage the clutch wires did it, or did you forget to plug it back in after replacing the belt. You can have somebody sit on the seat and engage the pto and check too see if you have battery voltage at the clutch.

I do not see where the clutch wires would be in the mower diagram.
