Toro z4200 (WONT START) *repair list in thread

I have a Toro z4200 Model #: 74360 / Serial #: 290001199 - 290999999

Bought it from a owner who said it randomly stopped starting.

arm saftey, blade safety all work (seat safety is not functional, unplugged it still turns over with key)
I have tested solenoid, it is completely functional, clicks and sends 12v to starter.
starter works.
carb solenoid works.
fuses are good.
new spark plug, have spark.
oil changed.
battery charged.
fuel pump working.
grounds are good.

I am really stuck, it wont jump from a car, starter fluid just causes it to back fire.

HELP WOULD BE GREAT!

Check for a sheared key on the flywheel.
check for valve problem

Flywheel teeth are good. Anyway to test if starter is spinning fast enough? I’ll check valves have only done valve work on motorcycles.

The key secures the crankshaft to the flywheel.
If it is sheared the spark would not be in time with the valve action.

It usually gets damaged on push mowers when they hit a immovable object.

back firing could indicate a key problem.

Pulled flywheel today, key is A okay. I have valve cover off and think the valves need adjustment.
