It would be nice if people would give the forum members the full story.
The fuel shut off solenoid is missing from the bottom of that carb.
So either the carb or the entire engine has been swapped.
So either you did it or this is a used machine you are looking at or just bought.
As their is not fuel solenoid there is no use for the fuel solenoid control wire
That is what we are looking at in the photo
If I am correct ( happens occasionally ) the wire should go to battery voltage when the engine is turned on.
