Toro SS5000 brake problem

I have a Toro SS5000. I think from 2011 (I'm at work and don't have the exact model or serial number). I was cutting the grass and going in reverse, went to start driving forward and the mower would not move. The engine was still running. I turned the engine off and checked the electric brake, it was engaged. I reset it, and sit down and try to start the mower. As soon as I turn the key you hear the electric brake engage, the mower will start up but the brake never disengages and will not go forward or reverse. I had a similar problem a couple weeks ago and I replaced the electric brake and solenoid. In that case it was a bad solenoid. (surely the new solenoid is not bad already). Any help is appreciated.

the owners manual has the electrical diagrams in it for the brake module. Basically its just checking the safety circuits inputs to the module
