Toro mower runs at Idle Speed

I have a Toro mower that is only about 1 year old. Used it about 4 times this spring and all of a sudden today, it started to run at "idle speed". Not fast enough to cut grass. What is wrong?

It is Toro 22in Recycler. Kohler 149 cc. XT675-3102 TORO 6.75 (9.2) ft lbs Gross Torque Engine SN: 4532027618

Correction. I checked the plate and see Model 20370. SN 316017113

First thing I would check is the lower left hand corner of the engine at the controls to make sure the governor spring is still there and not missing or broken. also make sure nothing is jammed into the carb area or that control area which could be holding the throttle at idle.
