Toro E-Cycler Cordless won't charge fully

My Toro E-Cycler Cordless won't charge fully. Seems its likely either the mower's battery or else the charger. Mower is about 6 years old. Is there anything I can do to trouble-shoot instead of just guessing?
 
My Toro E-Cycler Cordless is the same age and I've started having the exact same problem. Any suggestions would be appreciated.
