Toro 21387 electric start wiring issue

I recently purchased a Toro 21387. The pull start is working fine but I can't get the electric start to work. I have one wire just hanging out and for the life of me, I can't figure out where it goes. It may not be my issue but I figured it was worth a try. Does anyone know where this plugs in?

Rivets

I‘m guessing that wire goes to the kill switch, located on the brake assembly. Look for a spade connector. Will probably have to remove the plastic shroud covering.

looking at the wire it connects to on other side of connector,it is a red wire which will probably indicate it goes to a source of power+. it may also connect to the inline fuse I see by the battery
