Just removed the bowl nut from the carb on the above noted mower as it was surging.....cleaned out orifices in the bowl nut so fluid was passing through all three holes freely.....re-assembled, and its still surging.....complete carb clean required??

most likely, the hole in the top of the bowl bolt goes into the emulsion tube so likely that is stopped up as well.

I would remove the carb and check that the float level is correct. Many times the needle will swell, causing a lean mixture. You will need to replace the float needle to correct this condition.
