Tomahawk wood chipper

I have the attached wood chipper. The problem I am having is that it is very hard to get the chipper to engage without the engine turning off on me. If I push down the engage lever slowly I might get it to work... I'm not sure how to set the lever so that it engages without it shutting off..... Any ideas??????

I know this sounds crazy, but I would start with the easiest thing. Adjust the carb a little richer. If that does not do it rebuild the carb. Sounds like the govenor is not kicking in or the engine is running to lean. When you post back include the engine numbers.
