Throttle linkage is all hooked up properly. When the mower is off it moves as it should, opening and closing the throttle plate.

Once the mower starts the throttle gets locked at wide open. Adjusting the throttle does nothing except move cables and links

Your governor arm is loose on the governor rod, or the governor is broken .
