Wonder why it wasn't running?
Couldn't get it to start, sprayed some carb cleaner into the manifold to see if it would fire, and then the top of The block was wet....

Yeoww !! That would indeed prevent it from running..
Now the next important question is: What caused this ? It looks like it was broken out & or off.
That's a strange thing imo..

i noticed right where it is broken is where a head bolt pokes through the block. I.D.K
i checked in the intake port to be sure it wasnt floating around in their waiting to enter the combustion chamber

That is strange, building that engine I would assume there was adequate clearance from that head bolt.
Head bolt is tight yes ? Very strange.

I replaced all head bolts last year , torqued them to spec.
They were all the same size (length) as the old ones

You got me on this one. Maybe something flew up & lodged in between doing the damage, then fell away..
