Very simply, yes. Replace the needle and seat, then switch to non ethanol fuel if possible.

 

[ILENGINE]

If this has the platic bowl assy, the best and easiest way is to just replace the bowl as an assembly, that way you don't have to worry about cleaning the carb. all the jets are in the bowl, all you do is pry the bowl retainer from underneath, and drop the bowl, and reverse to install new bowl.
