I'm trying to fix this on my own & not engine saavy. I can't find a manual or online resource to explain what the rigid wire across the front of the engine does nor can I figure out how to decrease the high rev. I am eager to fix this though not knowledgeable when it comes to motors

If you're talking about that linkage that has that "u" in it, that is part of the choke system for the carb.
