Surging engine

I have a Craftsman 25 horse Kolher. The engine is surging. Replaced plugs and fuel filter it's still surging any help appreciated.

Does the surging stop if you apply a partial choke. Or stop surging if you engage the blades. If so then you need to remove and clean the carb with special attention to the idle circuit inside the carb.

Step 1
Post the mower brand & model numbers
Step 2
Post the engine numbers

With surging 9 out of 10 it will be the carb...!
