Super. Roscoe and cutting deck?

Two problems: I picked up an old Super Bronco with a 42” cutting deck.

1: The cutting deck has two idler pulleys. One that moves when you engage the cutting blade.
I under stand that. The second idler pulley is connected to a massive spring but only moves about a 1/2 inch. What is the purpose of this second idler pully.

2: When I went to the small engine repair store for a new deck belt they sold me a 108” belt which is way too long. When I returned the belt they could not understand why it did not fit. Any suggestions as to what size to get? Thanks everyone for looking and help. Jack
 
Model number from serial number would definitely help us to look up your mower's IPL. And are you sure it is a 42" cut and not the 46" as it sounds like the 46" deck that is on some Troybilt mowers?
