The steering bush under the dash that the owners manual tells you to "oil weekly" but no one ever does.
The failure to oil the $ 4 plastic bush has now wrecked the $ 80 sector/fan gear and the steering gear.
Sometimes the nut/ bolt on a drag link comes loose & fouls.
Drain the tank, remove the battery and deck then stand the mower on its bum.
All of the parts will then be right in front of you, grab the wheels & move them left right , the duff parts should be obvious.
If not take some pickies & post for the forum to evaluate.
