Starting issue on Model 944.600801 with 20.5 HP B&S engine

With a full battery and all connections cleaned and tightened, when I turn the key the starter is not engaged. If I short out the two large poles on the solenoid the engine turns over so there is some issue of power not getting through. Using a meter I get over 12V to battery connection pole on the solenoid and to the small white wire above it when I turn the key. I've replaced the solenoid and have confirmed power going through the Clutch/ Brake and Attachment Clutch switches. Not sure how to check the seat switch since it is ground and has two black wires on one side of the switch and one on the other side. I've replaced the 20 amp fuse. I have power to the starter switch on points B and S. Any ideas on what further I should check?

OK Folks found out that the ground wires to the solenoid were not working as soona s I grounded the solenoid ground directly to the chassis the mower started.

Ok so here is how a solenoid works.
From battery to solenoid is battery voltage (12.7 or higher) red circle.
Other side is 0v until key is turned to start. When it is the voltage from battery goes to starter. Blue circle.
Small wire comes from key and supplies battery voltage when key is in start position. Purple circle.
Mounting part of solenoid supplies ground. Green circle.

First are you sure that is the correct model number ?
I go to sears and they have no record of a 944.600801.

The model No. is correct it is a Canadian model.

Note the problem was a faulty ground connection to the solenoid.
