have new brigg 17.5 HP.Briggs & Stratton 31R907-0006-G1 500cc 17.5 Gross HP Engine . Does not want to turn over to start. Engine turns over to firing point then stops. Too tight to turn over further even with rope.Turn fly wheel little and it turns over to next firing point. After many attempts will fire and runs fine. Have replaced Battery wires, starter etc.to no avail. Also back fires when first trying to start!
If you can find a Amp meter similar to this almost antique meter and place it on the + starter cable when attempting to crank it will tell you a story. Could be the battery at fault or a rarity for a new engine, valve lash out of specifications, and a few other possibilities.

very Common for the automatic compression relief on the camshaft to fail on this engine...
remove the valve cover, and watch for the intake valve to bump open (it will not open like in a regular cycle, just a little bit) as you turn the engine by hand on the compression stroke.
While you're there, as Senior said, check the valve clearance with a feeler gauge, intake should be 003 - .005 & exhaust should be .005 - .007 thousandths
