Starter problems Ace riding mower

Older Ace riding mower. Starter spins when ignition on but doesn't engage with the flywheel teeth. Installed a new starter and same problem. Thanks
 
This may sound crazy but make sure the battery isn't connected backwards. negative to positive and positive to negative will cause the starter to spin backwards and won't engage the bendix because it is turning backwards. Can cause other electrically issues on some riders,
