Speed control problems big bore vanguard

I have a Vanguard 36hp on a ferris mower. I am having trouble getting it to idle and getting high idle set. I did a static governor adjustment
and am trying to set the idle speed. When I start it it will idle for a while and then start speeding up and will finally settle at 2800 to 3000
rpm. The throttle plate seems to be opening up as I can push the throttle arm back to the idle screw and it will go back to idle speed.
If I let go of the arm it will speed up again. I do not see a idle return spring on the linkage. Any ideas as to what the problem is
or what I might be missing?
 
Lets start with the model type and code of your vanguard so we can investigate what control system this engine is using. Most likely this engine also uses an idle governor spring in combination with the main governor spring.

1850 RPMs should be close to correct idle speed. Probably missing a spring(s) or some bracket is bent. Need to look up throttle assembly diagram per the model number of engine.
 
Look if the engine has a governed idle setup the base idle speed must be set first then adjust the governed idle speed be by bending a tab. If just adjust the idle speed like on non governed idle speed it will do exactly what the OP as the engine heats up.; go into run away.

If engine is equipped with a secondary governor
spring, Fig. 8, check governor lever adjustment
procedure before starting engine.

It uses a totally different governor linkage than you have pictured. I have the low idle spring in a relaxed position meaning no tension on it so
the governor does not have to over ride the spring tension. I am trying to set the idle with the idle adjusting screw on the carb.
 
Then post the model and type number so can look up your engine.

As said if you have governor idle setup then adjusting the idle speed for 1750 will not work.
