Once the engine is running on concrete and if I pull the cord next to the left side of the handle I can induce the squealing noise. So I am thinking it must have something to do with the pawls not fully retracting for some reason. The original did not have pawl springs so I added to short springs for increase tension of the pawls on the friction plate. So maybe the broken black plastic spike sticking on where the pawl sits is causing that one side to fully retract? How do stop the squeak?You have the Susa starter system. What I have found over the years with that system is the push handle has enough up and down movement when being pushed that it will move the starter pawls enough to make contact with the starter cup making all kinds of racket some times.

When the handle bar moves up and down it pulls the starter rope out slightly which causes the starter pawls to extend enough to contact the rotating starter cup. Some push mowers have a metal band crimped to the starter rope that acts as a stop for the rope retracting into the starter housing. Some times that metal band will slip instead of keeping a slight amount of slack in the starter rope between the engine starter and were it connects to the handle barThanks for the quick reply. UPDATE:
I watched this video on Honda Briggs SUSA STYLE Starter repair
made sure everything was clean and dry. I roughed up the very smooth center bolt then reassembled.....that only thing different is 1 of the 2 black plastic spikes that the prawl rides in was broke. Mine did not have springs originally so I took a 1/4" spring from a clickable pen and cut it down about to size to put tension against the friction plate. Put mower back together started first pull runs great when not moved....but now I realize the handle bar has some play up and down which moves the cord attached the bracket on the right side of handle that's when you hear the squeal periodically when the handle is being moved. Maybe the prawls are not fully retracting for some reason?

Ok think I finally figured it out with ILENGINE for lawnmowerforum.com....I always like to give credit where credit is do. It appears the Susa starter system has this problem when you push on the handle bar it moves up and down which in turn pulls the cord in an out of the recoil eyelet that causes the prawls to come out making the horrible squealing noise. So I made a knot in the cord that allows just a little slack in the cord from the card handle to recoil eyelet and perfecto no more squeal with the handle bar moves up and down as the cord slack compensates for the movement and the knot does not allow any movement of the cord to activate the prawls.
