My dad bought a snapper and was wanting to know what year it is
the Model # is LT150H38BBV and the Serial# 291716

Can anyone find out for me what year it is?

It is around a 1995 mower: Grounds Maintenanceｮ Equipment Blue Bookｮ - Riding Mowers & Tractors - Snapper - LT150H38BBV Configurations.
And this manual for it says copyright 1997 (Snapper Gear And Hydro Drive Lawn Tractors Parts Manual | ManualsOnline.com) (on the bottom of the front cover) which means it is somewhere in between 1995 and 1997. I didn't look up your specific serial number, though.
