Snapper 7800440 stalling

I have a Snapper walk behind Model #7800440. This is a self-propelled mower. When raising the handle to engage the self-propelled wheels, the mower stalls out. How do I adjust the cable to keep that from happening?

The drive wheels engage, but the engine stalls when the do. This cable adjustment will correct that?
