Simplicity Courrier ZT PTO won't engage

Mowing with my ZT Simplicity Courrier today. Died on me so I checked my 20 amp fuse, and sure enough it was burned through. Installed a new one and tried to engage the PTO. The blades would not engage and then the mower shut down again. Checked the fuse and it was burned through. Put another one in and drove the mower up to my garage, tried to engage the PTO again, same thing.
Someone suggested it may be the PTO clutch. The blades will not engage, the fuse burns through when you try.

First step is to unplug the PTO clutch can be on the clutch itself or near where the wires to it go through the floor.
Also check that these wires have not chaffed through the insulation .
Let us know what you find for more test / repair info
