Self-propelled 8237 secondary drive wheel won't disengage

Another problem with my old lawnboy 8237. The second drive wheel, the one on the left side, won't disengage from self=propelled drive. When I pull the handle back to neutral to disengage it, the right wheel disengages as designed, but it's the one that has the mechanical linkage attached to the handle. Then the second wheel, however, which is connected to the other side, only moves a hair which is not far enough for it to disengage. What is supposed to pull that wheel away from the driveshaft?

Something may be wrong because from drive engage to disengage, the wheel barely moves at all. The cable is attached. Perhaps a spring is missing?
