Seat adjustment issue.

Hustler Raptor SD 54 : When moving seat forward , the steering handles hit the armrest when pulling them to reverse position. Do I need to cut armrest to move them back?

If I adjust forward , will it reduce forward speed due to hitting housing at front of travel?

No, because you are just moving the top part of the speed control forward, not the control are itself. If you look at the adjustment iin your owners manual you will see a slot behind the lower bolt which allows the top to be positioned either forward or backward.

Adjusting the sticks has no effect on the amount of travel. It simply changes the position of the handles. I personally find them more comfortable in a slightly forward position.
