Roto stop not working

Recently did a tune up and blade change on the neighbors mower HRX217VYA. She brought it to my attention that the blade continues to spin with the handles disengaged and mower still running. This is new system to me as my mower was the HRX217VKA and the engine shut down when you released the handle. Mower is under 3 years old and the yard is not very big, not a lot of use. Any idea what might be causing this issue? If it was my mower I would run it but not mine so... Thank you for your help.

Probably just need to tear the clutch apart and see if you can find anything wrong. It’s not too complicated but you will need an impact to get it off without being able to hold the crank.
