Hi,
I have a splitter, mentioned several months ago, that I got running but someone (the guy I loaned it to) did not keep track of the oil, so it seems locked up. It turns over but needs a good pull on a wrench to do it. So, is it dead?
Next question, if it is dead, could a 6.5 hp B&S take its place?

I wouldn't see a problem with 1 extra horse.
You probably will have to an autopsy on it and see if it's a cheap fix, or new one would be more economical
