Remove Transmission Pulley and Drive Belt

Hello, I have a Honda HRR216K10VKAA (Serial# MZCG - 1423349) and I am having a heck of a time removing the transmission drive belt from the drive pulley on the transmission. Is there a special tool to remove the bolt in the second picture?

Actually it is designed for an adjustable pin wrench to hold the pulley while you remove and tighten the nut. That is what the two holes are for.
