I have a Hustler Raptor mower. It got stuck in some mud so I raised the deck all the way up and got it out.
Now the deck will not lower. The peddle is stuck. There is nothing in the way but the deck will not move from the fully up position.
Start following the linkage and see if you have something jammed in it or bent something. If you have a pressure washer clean it well, lift it up and follow each link from the pedal to the deck. You will find it, just takes a little time.
beside the seat you have the linkage and this will get bent take a crow bar and bend it away from the frame. This happens to me when trying to lift the deck to high going in and out of the trailer. (look for the metal arm with bolt just below the seat).
