On start up and when I kill it, I get a little puff of white smoke. It smokes a little more when I start it up. But it doesn't smoke for more than a few seconds. I'm pretty sure the valves need to be adjusted because I get a little bit of a stall when it's turning over.

Could be valve seals or worn guides.

As in oil seeping into the combustion chamber, after the engine stops?

Quite possibly.
Could just be rings starting to wear also
