I had my turf tiger serviced last fall. Today I pulled out the pto for the first time and the blades did not engage. I pushed it in and pulled again and they did engage but were slow to spin up to speed. After mowing a little bit I stopped and pushed the pto off and on and the blades started up as normal. Any ideas?

Also...how do I take the cover off to get to the electrical stuff underneath the pto etc?

Was your engine rpms low?

The manual says to not start the blades with engine running full throttle. I have always started at about 3/4 throttle never had a problem before. Thanks for your reply.

rust , moisture , oil etc built up on switch terminal and in the clutch itself.
Not uncommon when starting a new season

How do I get the cover off to have a look see?

You don't.
You take it out and use it. you engage & dissengge the blades several times with no load on the blades to burnish the clutch plate.
You could also be hearing slipping belts and not a slipping clutch.
Belts left standing will take on a set and that can cause them to slip a bit as can a bit of crud on the pulleys which with use will self clean.
However you can clean up all of the electric terminals
