Why does this happen? Even with a new bulb installed.

Either the fuel filter on the end of the line is clogged. the internal filter is clogged, or you have a clogged passage inside the carb. I have found that most of the time that you have to replace the primer for any ready, there is always a problem with something inside the carb also.
