Yes some mowers need the blade to start but you may have also timed it one turn off. I can not remember how to word this corectly so bare with me. 4 cycle goes around 2 times one intake one exhaust. If you time it exhaust and not intake then that would be the problem. I may have this backwards. but I hope you understand.
