over revving tecumseh

lawnboy 10684 4 stroke Tecumseh runs fine for 10 minutes then it runs wide open. If I manually push the governor back and hold it the rpm go down. When I let go it goes back to wide open.

Well you have it, Govenor is broken.
If the parts are available.
It can be fixed but by the time you add a gasket set & seals it get a bit expensive.

As you did not post the engine number we can not check for them.

The neighbour's niece attempted suiside after some bouts of depression.
The root cause was found to be a perception that all her friends hated her because they did not "like" her posts as fast as they " liked" one of her girlfriends posts.
She is 14, and appeared to be bright & intelligent but now in an almost vegetative state due to the anti depressants due to her addiction to social media.
She mixed up rat bait in chocolate milk and drank it which caused massive internal bleeding and did substantial organ damage.
According to Steve the doctors told him the condition is quite common in the 12 to 20 age group and most will grow out of it.

The fact that I can type something on a box here and it appears on other boxes all over the world is bordering on the unbelieviable when you get shown all of the places it goes and how many links there are in the chain.
A 10 minute delay is at all out of the order.

That is tragic indeed....however it has nothing to do with an over revving mower, and most likely left a sour taste in the mouth of the op who was simply asking for assistance that this forum is intended to provide.
However I understand when crisis hits close to home, emotions can get the best of us.
