old jacobsen 12' fairway mower

I found this 1 cylinder wonder in a field & have reworked all the running gear. I got the engine to run after a tear down & cleaning the updraft carb, but it won't run without tickling the choke frequently, so does anyone have ideas about how to adjust idle...
