Engine New toro buy problem

I purchased a toro snapper for $50.00, it didn't start cause the recoil was broke so I put a new one on it that I had, and when I use the electric start the starter shifts out of the way before the engine can start causing it to not run. Why is this happening!!!

Hard to tell, we need more detail. Do we have the correct start motor ?
Do we have compression, gas and spar ??.
Today, $50 can buy one a pile of junk !
Its so much a buyers beware world - maybe worse than ever ??
