New Snapper 7800785 won't move when engine is off

Hi, I have had this rear engine mower about a week, and it moves just fine in forward and reverse when the engine is running, but as soon as I shut it down, it acts as though the brake is on.

Checked parking brake and foot clutch/brake and both appear to be disengaged when the machine is off.

Any ideas as to what could be wrong?

Hmm... Discovered when I investigated more that the parking brake plate is kind of fluky. It moves easily to and fro, but it's only when I hit it kind of hard that I can move the machine when it's off? Puzzling, but it works.
