new engine loping

I have a brand new Poulon riding mower with a B&S 19.5 HP engine. When I first start it up for 30-40 seconds it lopes and then settles down and seems to run Ok after that. I have had carb problems before, but they lope all the time and do not stop. I have only ran it 3 times. The first time it did not do this but did the 2nd and 3rd start ups. I put in fresh gas before the 2nd and 3rd starts. Do you have any suggestions or theories?

Temps are cooler now, It may just be a little cold natured, try leaving the choke on partiallty for a few seconds longer it that clears it up, no problem, my mower does it unless it is 70 or above but smooths out as soon as the engine starts to warm up.

It is do to the emissions standands requiring the engines to be run so lean that they are too lean when the engine is cold but runs smooth when warm. the engines are also set up to run at above 70 degrees and when it is colder they don't run right when first started or are very hand to start.
