John deere STX38 yellow deck, blades slowly keep spinning when PTO switch is off, could this just be a bad PTO clutch?

Electric clutch adjusted too tight, could be that you have an electrical short that keeps powering the clutch, but I suspect that you have a bearing that is trying to lock up in the clutch. The suspect bearing would be the one that is just inside of the belt pulley for the deck.
