Murray tractor front wheel fell off

Have an old Murray. See parts (p124) here: http://d3cmirsdb60x3h.cloudfront.net/schematics/murray/85-36511x18.big.pdf

The problem is now when I go to put the wheel back on the hub seems to wide to fit so as to have access to the cotter pin hole, not to mention the washer that goes against wheel hub and cotter pin. Any ideas? The other front tire has sufficient room for both, Thanks so much.

First are you putting it on the right side out?
There should be 2 bushings in the hub make sure they are pushed in all the way.
On the axle there is a cup like thing that the wheel sits in make sure it is not bent stopping the hub of the wheel from sitting in it.

(( racing is the only sport that you need two balls ))
