Usually requiring tension rearward on the clutch pedal means the replacement belt(s) are a different angle or different width if the length is proper. Another couple of things are the variable speed pulley has slight wear and that will require an adjustment to the clutch rod and or a higher tension clutch rod return spring.

The vari-speed drives had a problem with the two roller bearings in the stack pulley seizing, try putting the mower in park and turn pulley backward and see if it binds.
