Mower starts once easily, then does not start

Mower starts fine when cold but after I shut it off, it will not start again until extremely cold.

Coil is good, carb is new, compression is good.

I tested the choke with my torch, the spring does move the linkeage enough to close the choke plate.

I think I have the choke set up correctly (see below).

Any ideas?
