Mower only starts sometimes

Hello all,

Before I start looking around and changing parts and spending money on maybe a part that is not defective, I'd like to hear what all of you think is wrong.

I have a Honda Mower with the GCV160 engine. I have had it for about 4 years and it has been working well. We recently did an oil change and changed the air filter for the beginning of this season. And we could have done something wrong with the oil change, I am not sure. Anyways, what happens is, I have clients that I mow lawns for around the neighborhood, so I put the mower in a trailer when I transport it. I shut the fuel off whenever I transport it. And this issue has been recently happening. Whenever I get to the place I need to go, I get the mower out and turn the fuel on and let it sit for about 5 minutes so it can get fuel back through. But recently it won't start. It doesn't even try to start when I try it. It sounds like it has no fuel, like when I turn the fuel off and try to start it, they sound about the same. So then I wait a bit more and it gradually tries to start more. After about 30 minutes of letting it sit and retrying, it finally starts up with a puff of white smoke. And another part is, whenever it tries to start more and keeps getting better, the pullstring has somewhat of a "kick" to it. What I mean by this is it kind of slips midway through the pull. At least it feels like this. Is a part wearing out? I don't know if it's flooding or not getting enough fuel. Maybe the fuel filter is clogged or something, not sure. Where do you guys think I should start?

I would start with taking the fuel line off the carb........ Then see if you can drain the tank into a container.... That doesn't mean that the fuel line is good thought ...........

Shut off valves can go bad, fuel line flaps on the inside while the engine is running ETC ETC...... The tank nipple can be clogged up.....

Then there is the carb issue..... Change the fuel line without the shut off valve then see how it's acting.... Blow the tank out to make sure the nipple is clean.......

That will tell the story .........
