Mounfield Hydro 1228H Still wanting to drive in neutral

Hi, When my Mountfield Hydro 1228H (Ibelieve it is the same as a 72H) machine is in neutral it is very sensitive to wanting to drive either forward or reverse, even more so if I depress the brake pedal.
Can someone give me advice on how to adjust the drive and also the brake, as its very ineffective (does it have disc pads that may need changing? Many thanka, Terry
